Does Ipod Touch have full web browser like a computer?

I would like to be able to write and publish my ehow articles just like I do on my computer. I know it is WiFi capable and I have my own WiFi. If I could publish my ehow articles on a little handheld like the Ipod Touch it would be so much more convenient than sitting at the desk with my laptop. The laptop gets a little heavy for the lap sometimes. I get ehow mobile on my Blackjack 2 but all you can do on the mobile version is read how-to articles, not publish them.
