How do I activate bluetooth on the new IPOD TOUCH 32 GB?

Yes, this touch specs have the bluetooth chip. Not sure how to activate. Is it necessary to purchase the $4.95 3.0 software or is there another (legal) way to activate bluetooth? Thank you in advance.
