if i get one of the twitter apps for my itouch will it require internet?

i dont have internet connected to my itouch yet (my padre is busy workin on his!) but i want to tweet away from my laptop but not on my phone. are there any app for my itouch to tweet w/o internet

iTouch connected to wifi, but internet apps dont work?
Is there an iTouch texting app that doesn’t require internet and thats not too expensive?
can apps like youtube and twitter run on the itouch without internet connection?
