iPod Touch turns on, but only goes to the “plug into itunes” screen… help?

My brother has this iPod, and it doesn't work, and I'm dedicated to fixing it. So here's the problem: When I turn the ipod on, it goes to the "plug into iTunes" screen. When I plug it into itunes, it tells me to restore it. So I restore it, but nothing happens, and the screen is still "plug into itunes"... I've tried plenty of stuff, but nothing works. It'd be amazing, if you could help(: thanks.
