Best touch screen phone which costs less than 250$ and will work in India?????Please help?

I wanna buy a phone and heard of iphone 3g and its 2 year at t agreement. But I am in USA for one month and use that phone in India after I go back to India next month. Is there any other touch screen phone which costs me less than 250$ and will work in India? or should I look for how to unlock apple iphone?
