Does Blackberry Wi-Fi work with out buying an internet package?

I am looking into buying a Blackberry Pearl 8120. I know this phone comes with built in Wi-Fi internet. Will I be able to access this internet without buying one of the expensive AT&T internet packages? Or, will this internet only work if I pay the $30 per month for a data package? I really don't know much about phones.. So one more question.. Is this internet on the Blackberry similar to the iPhones, with actual pictures and websites? I know the speed may not be as good, connecting to wireless internet, but in general, is it good internet? Thanks!
