How Do I Remove Call Baring for iPhone 16gb?

so i got an iphone recently but whenever i try to make a call i get a message saying that call barring is activated and to check the phones settings i have gone all through the phone and all i can find is call fowarding and call waiting which are both off is there someway to delete the iphones settings? i restored it once through itunes but it didnt fix it please help also it says it regardless of whichever sim i put in it

if ur not the real owner of the iphone or any mobile for that matter and call barring is activated its no use, but atleast u got a nice ipod!!! sorry

This is not true. There is hope. I placed my sim card which was used in the barred iphone into another phone and dialled a number; then I returned it to the barred iphone and then it worked again. It seems that the mobile provider might be barring the phone by querying a lost/stolen database with the IME number on the phone; then if the iPhone is lost/stolen it then stores this information on the sim card/service providers account blocking the user from calling anyone.

Some solutions to this problem would be to change the IME number, block outgoing information to the service provider or to remove and prevent the barring data from the sim card.
