If I buy an Iphone, will I have to pay a monthly fee?

Or will I have to pay to unlock it or something? If I just don't pay for the phone, will everything that the Itouch has be free? Please don't say "Why not just buy the Itouch" It's because the Iphones are cheaper on apple.com
