New Iphone 3GS 16GB or 32GB?

Hello i want the new Iphone 3GS, but have t-mobile, and i know that if i wait im going to end up paying the big bucks of ebay or something, so can i go to apple and just buy the phone the day it comes out, with out a contract? Also how much would it cost for the 16GB and 32GB?
