New iPhone 3GS and Tethering? What does that really mean?

I am thinking of getting a new phone, and strongly considering the new iPhone just announced today. It will have "tethering" capabilities. Does that mean that if I get internet service on that iPhone I could actually use it at home connected to my MacBook and then cancel my Time Warner Road Runner service? So, my phone with it's internet service is my new at home internet service provier?? Is that what tethering does for me?
