What is the difference if an iPhone is legally or illegally available in one’s country?

I have bought an iPhone 3G from the U.S. but I cannot activate it. My friends told me I have to pay a 100$ in order to activate it. When will the iPhone 3G become legally available in Lebanon? When it becomes legally available, will there be an extra fee for activating it with my MTC Magic line? Thank you.
