What is the easiest phone to develop software for.?

My dad is a programmer and want to try to develop software for cell phones for fun. He knows several languages but doesn't know which phone would be better to write for and has the most developer tools. iphone, blackberry or symbian. he knows tons of java so theoretically shouldn't he be able to apply that to most other phones too?
