why does the iPhone 3G 3.0 Betas in Australia not unlock any of the things promised by apple?

My and my bro became developers to get 3.0 test it out and what not, but so far there is no mms, no bluetooth and lots more, i was wondering if this stuff has been let out in America or else, and if so y the hell doesn't Australia have it, it seems like Apple hates us down here.
